Keeping Housing Affordable for Kansans as They Age

As the 2026 Kansas legislative session continues, AARP Kansas is closely following proposals that affect housing affordability and financial stability for older adults and families. Two bills we are watching—SB 402 and SB 418—address challenges many Kansans face as housing costs rise.

Property Tax Relief That Helps People Stay in Their Homes

SB 402 would expand access to property tax relief for older adults, disabled veterans, and low-income households. The bill raises the homestead appraised-value cap from $350,000 to $375,000 for refund eligibility, beginning in 2026, and adds protections for taxpayers whose home values increase after they qualify.

For many Kansans, rising home values can mean higher property taxes — making it harder to remain in the homes and communities they love. SB 402 aims to provide relief and help people maintain housing stability as they age.

Supporting Livable Communities Through Housing Options

AARP Kansas is also monitoring SB 418, the By-Right Housing Development Act, which received a House hearing earlier this session. AARP Kansas submitted written testimony as part of our ongoing work to support livable communities, where people of all ages can find housing that meets their needs.
