2026 Legislative Report. This February, the Oregon legislature convened for its short 5- week session. With potential budget cuts front and center, we are pleased that with the help of our legislative advocate volunteers, AARP members, staff and in concert with our partners, we were successful in advancing a number of new laws in consumer protection, housing, health care and long-term services to improve the lives of 50+ Oregonians and their families.
The legislature removed a loophole that allowed out-of-state banks to make on-line consumer loans above Oregon’s 36% interest cap. Currently Oregonians were steered to loans that could exceed 100% interest. Despite a great deal of opposition, HB 4116 passed. Thanks to HB 4123, landlords now have clear guidance and requirements to protect confidential information provided to them by tenants, such as financial, tax, medical and disability information.
In addition to supporting a temporary expansion to the urban growth boundary to allow for affordable housing for older Oregonians (HB 4082), we were also successful in adding new accessibility standards for state-funded multi-family dwelling units (SB 1576). In addition, tenants who are unable to access an electronic portal to submit an application or make rent payments will now be given the opportunity to submit a paper application and make non-electronic payments in SB 1523.
We supported SB 1575 that will require additional hospice licensing requirements to weed out providers with a history of fraud or abuse.
When we started session, funding of long-term services and supports was at risk, but we are pleased to report that the final budget for programs serving our most vulnerable older Oregonians was protected.
