As Minnesota lawmakers reach the midpoint of the 2026 legislative session, AARP Minnesota continues to advocate for policies that protect older adults, strengthen consumer safeguards, and support financial security and the ability to age in place.
Several priorities important to older Minnesotans are moving forward with bipartisan support, while others remain under debate as the session continues.
Stopping Cryptocurrency Kiosk Scams
Cryptocurrency kiosk scams continue to cause significant financial harm, particularly to older Minnesotans. AARP and law enforcement leaders testified before lawmakers about the growing impact of these scams and the need for stronger consumer protections.
Bipartisan legislation to prohibit cryptocurrency kiosks, SF 3868 and HF 3642, received unanimous support in both the Senate and House and commerce committees. These bills are now headed to the Senate and House floors for a vote.

Restoring Medicare Choices
Support: SF 4184 / HF 4441
In 2025, Minnesota passed the nation’s only Medicare supplemental insurance (“Medigap”) laws, that introduced age discrimination and lifetime penalties for people using guaranteed-issue rights during annual open enrollment. These changes will take effect on August 1, 2026 without legislative action
AARP supports SF 4184 and HF 4441, which would remove these problematic provisions before they take effect.
Consumer Protection Restitution Account Changes
Minnesota boldly led the nation last session by creating the first-of-its-kind consumer fraud restitution fund. AARP supports updates to ensure fairness and long-term sustainability for the fund.
SF 4687 and HF 4513 would establish a maximum restitution amount for individuals while removing the cap on the total amount of money allowed into the fund. These changes would help ensure the program remains effective for victims of fraud.
Consumer Protections in Long‑Term Care
Support: SF 476
AARP is urging lawmakers to improve safety and fairness for residents in assisted living and nursing facilities by making commonsense safety, transparency, and resident rights reforms.
SF 476 includes provisions addressing clearer restraint policies, access to AEDs and CPR training, better access to facility complaint information, protections against unnecessary guardianship, and stronger oversight during ownership changes. These reforms are critical for protecting vulnerable Minnesotans living in long‑term care settings.
Housing Access and Affordability
AARP is part of the wide-ranging, bipartisan “Yes to Homes” coalition, which is working to expand housing options across the state.
Through SF 4123 and HF 3895, AARP supports policies that improve housing choice and flexibility, affordability and stability, proximity to services, and the ability for Minnesotans to age in place. These efforts also help homeowners avoid unnecessary costs and barriers.
Secure Choice Retirement Program
Support: SF 4797
The Secure Choice Retirement Program provides retirement savings options for Minnesotans who do not have access to workplace retirement plans.
AARP supports SF 4797, a proposal that helps ensure a strong and continued rollout of the program. The bill has received strong bipartisan support and would help more workers build financial security for the future.
Homeowners Association (HOA) Reforms
Many older Minnesotans live in homeowners associations, condominiums, and cooperatives, often on fixed incomes. AARP supports bipartisan legislation to address long‑standing concerns in these communities.
SF 1750 and HF 1268 place reasonable limits on late fees, fines, and attorney fees, and modify foreclosure procedures to prevent aggressive or unjust property seizures.
Fair Implementation of New Federal Mandates
Oppose: HF 3763
A new federal law in the “One Big Beautiful Bill”/“H.R. 1” requires certain individuals in the Medicaid-expansion population to complete and verify certain work or community-engagement requirements.
AARP opposes HF 3763, as introduced, and urges lawmakers to clearly exempt family caregivers from these requirements in state law. Many caregivers already contribute significant unpaid labor that supports families and communities across Minnesota.
Ensuring Access to Paid Family and Medical Leave
Oppose: HF 2113, HF 4414, HF 4569
Minnesota’s paid family and medical leave law began serving families, individuals, and caregivers statewide on January 1, 2026. AARP helped champion this law because of its critical impact on older adults and family caregivers.
AARP opposes HF 2113, HF 4414, and HF 4569, which would deny some Minnesotans the job protections and financial security guaranteed under the law.
Budget Priorities
As budget negotiations continue, AARP will urge lawmakers to fund the Minnesota Age‑Friendly Council, senior nutrition programs, and other key investments that impact older adults and their families.
AARP Minnesota will continue working with lawmakers throughout the remainder of the 2026 legislative session to advance policies that help Minnesotans age with dignity, security, and independence.
