Turning Policy into Progress: How the 2026 Legislative Session Affects Floridians 50+

As the Florida Legislature moves into an extended session, AARP Florida remains focused on what matters most to Floridians age 50 and older. While the session timeline has shifted, our priorities have not. We continue to advocate for policies that strengthen financial security, support caregivers, and protect the well‑being of older adults across the state.

With policy decisions now finalized, AARP Florida is releasing the 2026 Legislative Voting Record, which shows how lawmakers voted on key bills affecting older Floridians. The Legislature’s extended session is now focused on finalizing the state budget, and we will be watching that process closely. Budget decisions ultimately determine how these policies are carried out—and whether they deliver meaningful impact for the people and communities we serve.

This year, AARP Florida entered the legislative session with a clear, focused agenda grounded in research, lived experience, and long-term planning. We concentrated our advocacy on four core policy areas: expanding affordable and accessible housing options; strengthening health security through improved Home and Community Based Services and nursing home quality; increasing consumer protections to combat fraud and abuse; and promoting long-term financial security through workplace‑based retirement savings opportunities that help working Floridians save for the future.

These priorities reflect some of the most pressing challenges facing older Floridians today. Housing costs continue to rise. Families are navigating complex caregiving decisions. Scams and fraud are becoming more sophisticated. And too many workers lack access to tools that support long-term retirement security. Addressing these issues requires thoughtful, data-driven policymaking — and sustained attention beyond a single legislative session.

Throughout the 2026 session, AARP Florida worked closely with lawmakers from both parties to provide research, policy analysis, and practical solutions aimed at improving outcomes for older adults and their families. While no single session can solve every challenge, progress this year’s progress helped move critical conversations forward and laid groundwork for future action.

Key Wins

Stronger Consumer Protections at Virtual Currency Kiosks (HB 505)

The legislation adds important safeguards for people using cryptocurrency kiosks. Operators must register with the state, clearly warn users about fraud, and provide detailed receipts. It also limits daily transactions and guarantees a full refund for a first fraudulent transaction when reported, helping protect older adults who are frequently targeted by crypto scams.

Improved Access to Long‑Term Care & Disability Services (HB 1121)

Florida’s long‑term care system is getting a helpful update. The legislation replaces outdated waitlists with a simpler, frailty‑based pre‑enrollment process and expands the role of Aging & Disability Resource Centers. It also strengthens guardian oversight and allows certain funds to be used for food and nutritional support, making it easier for older adults and people with disabilities to get the services they need.

Ratepayer Protections from Large Data Center Costs (SB 484)

The legislation ensures that large data centers, not everyday Floridians, cover the full cost of their heavy utility use. It requires thorough environmental and water‑use reviews before facilities are approved and preserves local authority over land‑use decisions. These measures help protect community resources and ensure responsible growth.

Streamlined Housing Development Regulations (HB 399)

The legislation reduces unnecessary development fees and ensures charges match the actual cost of reviewing applications. It sets clearer standards so local governments can’t deny projects without good reason and expands flexibility for manufactured and off‑site‑built homes. Together, these updates support more efficient development and broaden housing choices for Florida communities.

Expanded Affordable Housing Opportunities (HB 1389)

The legislation opens up more places where affordable housing can be built by allowing multifamily and mixed‑use developments on certain commercial, industrial and religious properties as long as 40% of units remain affordable for 30 years. It also reduces zoning barriers and strengthens protections against discrimination in local land‑use decisions. These changes will help increase the supply of affordable homes for older adults and families across the state.

Just as important as what passed is how decisions were made. Many of the most consequential votes occur in committees or earlier stages of the legislative process, long before final passage. To increase transparency, AARP Florida released its 2026 Legislative Voting Record, which documents key committee and floor votes on bills tied to our priorities. The Voting Record offers a clear, factual view of where lawmakers stood when it mattered most—and serves as an accountability tool for Floridians who want to stay informed and engaged.

As the session concludes, our focus now turns to what comes next. AARP Florida will continue monitoring the implementation of new laws, engaging with state agencies, and working with policymakers to ensure that legislative intent translates into real world impact. At the same time, we are already preparing for future sessions — refining policy proposals, analyzing emerging trends, and identifying opportunities to further strengthen protections and expand choices for Floridians.

Progress in public policy is cumulative; each session builds on the last. The steps taken this year move Florida closer to solutions that support aging in place, protect financial security, and ensure access to quality care.
