AARP Colorado Advocacy Team Secures Consumer Victories
Advocates helped pass legislation fighting fraud, establishing greater transparency
The AARP Colorado Advocacy Team sprang into action for the 2026 Colorado General Assembly, securing major victories for consumers on everything from prescription drug affordability to expanded tools to fight fraud.
“Our advocates and grassroots network of activists worked tirelessly at the statehouse and beyond to make a difference for older Coloradans,” Karen Moldovan, AARP Colorado advocacy director, said. “Thanks to their efforts, our communities’ voices were heard loud and clear during a legislative session featuring continued budget woes and nearly 650 bills introduced.”
Advocacy Wins
The Senior Property Tax Exemption is fully funded
With significant state budget challenges this session, AARP Colorado activists and advocates pressed state legislators to protect the Colorado Senior Property Tax Exemption in budget negotiations. This popular credit provides Coloradans 65 and older with hundreds of dollars in tax relief every year.
The ASSET Act gives banks, credit unions more tools to fight fraud
AARP Colorado and the AARP Fraud Watch Network made this legislation a top priority this session. The ASSET Act clarifies laws on the books so that bank and credit union professionals are empowered to hold potentially fraudulent transactions. Placing holds on suspicious transactions is an extremely effective way to stymy scammers and save people money.
“I spent 14 years as an AARP fraud fighter,” AARP Colorado Advocacy Volunteer Al Gordon said. “Any period of delay forces the fraudster into a panic situation.”
Greater transparency in dementia care
Making decisions about a loved one’s care is rarely simple, but the legislature passed and Governor Jared Polis signed legislation making one aspect of this easier.
Dementia Care Transparency (HB26-1107) requires long-term care facilities advertising dementia or memory-care services to provide families with a standardized Dementia Care Services Form. This form makes it easier for families to find and understand a facility’s safety protocols, training specifics, discharge criteria, family involvement and resources, and an explanation of the facility’s fee model.
“Last year, my family had to find memory care for my 91-year-old mother,” Advocacy Volunteer Jay Reinig said. “It was one of the hardest decisions we’ve ever made. We were trying to do the right thing for someone we love while navigating a system that felt confusing and overwhelming. When families are searching for care, often in the middle of a crisis like we found ourselves in, they deserve clear, comparable information.”
Colorado Prescription Drug Affordability Review Board bolstered
Did you know that our state has an innovative board that reviews prescription drug costs and can set upper payment limits if those costs are unaffordable?
The Colorado Prescription Drug Affordability Review Board (PDAB) faced legislation (SB26-140) this year that would have drastically reduced the number of medications it could examine.
AARP Colorado advocates, activists, and coalition partners rebuffed this attack and defeated the legislation. The PDAB can continue its important work to examine Rx costs unencumbered.
HOME Act helps address affordable, accessible housing shortage
Older Coloradans are not immune to the nationwide trends affecting aging in place, housing affordability, and housing accessibility. The HOME Act streamlines approval processes and removes barriers to build housing on public and nonprofit land. This is one new tool that will increase housing stock.
“For AARP, the bottom line is simple: more affordable, accessible housing in the places people already live is essential for aging with dignity,” Advocacy Volunteer Chris Lynn said. “HB26-1001 takes a meaningful step toward expanding supply, reducing cost burdens, and creating communities where people can choose how they live as they age.”
What’s next?
At the time of publication, AARP Colorado is awaiting final votes or a signature from Governor Polis on some of the above and additional legislation, including bills that address consumer protections when governments and businesses use Artificial Intelligence to make big decisions, a prescription drug out-of-pocket expense credit, and more.
AARP Colorado will release a full report on the legislative session later this summer.
