Kansas Legislature Reaches Turnaround: What It Means for Fraud Protection and Financial Security
The Kansas Legislature has reached an important milestone in the 2026 session: Turnaround, the point at which most bills must advance out of their chamber of origin to remain alive. With this deadline now behind us, lawmakers are entering a critical phase where key consumer protections and financial security measures move closer to the finish line.
Several priorities supported by AARP Kansas are advancing, particularly legislation aimed at preventing fraud, protecting consumers from financial exploitation, and providing tax relief for eligible Kansans.
Cracking Down on Crypto Kiosk Fraud (HB 2515)
As cryptocurrency scams continue to evolve, fraudsters are increasingly using crypto kiosks to steal money from unsuspecting consumers. These scams often involve high pressure tactics that push victims to move funds quickly, leaving little time to recognize the warning signs.
House Bill 2515 is designed to address this growing threat by adding safeguards around crypto kiosks and strengthening tools available to law enforcement.
Here’s where the bill stands:
If enacted, this legislation would represent an important step toward protecting consumers—especially older Kansans—from costly and emotionally devastating fraud.
Preventing Financial Exploitation with Trusted Contact (HB 2591)
Financial exploitation often goes undetected until significant damage has already occurred. One proven way to intervene earlier is through Trusted Contact laws.
House Bill 2591 allows consumers to designate a trusted individual whom financial institutions may contact if suspicious activity or potential exploitation is detected. The goal is simple: stop fraud before life savings are lost.
Legislative progress includes:
Trusted Contact protections are a common sense, low cost solution that empower consumers while preserving independence.
Expanding Tax Relief Through SB 402
In addition to fraud prevention, lawmakers are also considering measures to improve financial stability for Kansans facing rising costs.
Senate Bill 402, would expand the SAFESR and Homestead Refund programs, helping eligible Kansans—particularly older adults and those on fixed incomes—manage property tax burdens.
Current status:
These programs are an important tool in helping Kansans remain in their homes and maintain financial stability.
What Comes Next
With Turnaround complete, attention now shifts to the Kansas Senate, where decisions made in the coming weeks will determine whether these protections become law.
Advocacy remains essential, especially as bills move through committees and floor debates. Strong grassroots engagement can help ensure that fraud prevention, consumer protections, and tax relief remain top priorities at the Statehouse.
As the session continues, AARP Kansas will keep monitoring these bills and sharing opportunities for advocates to make their voices heard.
