AARP Idaho’s 2026 Legislative Wins

During Idaho’s 2026 legislative session, AARP Idaho worked alongside members, volunteers, and partners to advocate for policies that help older Idahoans stay healthy, financially secure, and connected to their communities. While the session included significant debate and some challenges, lawmakers ultimately took meaningful steps forward especially in the areas of housing, consumer protection, workforce flexibility, and support for aging Idahoans. 

Improving Access to Health Care

Health care remained a central issue throughout the session, with legislation aimed at reducing barriers and strengthening services particularly in rural communities. Lawmakers approved changes to Medicaid prior authorization that reduces administrative delays for certain providers, helping patients get care faster. New policies also allow patients to pay lower cash prices for care while still applying those costs toward insurance limits, offering more flexibility and transparency.

Idaho also took steps to ensure fairer treatment for cancer patients by requiring oral cancer medications to cost no more than IV or injected treatments. Investments in workforce training, mental health services, and rural health care transformation further support access across the state. While some proposals that would have significantly cut Medicaid were stopped, new work requirement policies may create hurdles for some older adults underscoring the need for continued advocacy.

Expanding Housing Choices and Livable Communities

One of the strongest areas of progress this session was housing. Lawmakers approved sensible solutions that expand affordable housing options and help Idahoans age in place. New laws increase flexibility for manufactured homes, accessory dwelling units (ADUs), and starter homes by reducing zoning barriers and allowing more housing types in more communities. 

In addition, investments in pedestrian and bicycle infrastructure improve safety and mobility for people of all ages, supporting healthier, more livable neighborhoods. Together, these changes help address rising housing costs while giving older Idahoans more choices about where and how they live. 

Supporting Financial Security and Flexible Work

Recognizing that many older Idahoans want, or need, to keep working, lawmakers took steps to modernize the workforce. New policies allow independent workers to access portable benefits and expand opportunities for retirees to return to work without risking their PERSI benefits. These changes support financial stability and give older adults greater flexibility in how they participate in the workforce. 

Strengthening Consumer Protections

Protecting Idahoans from fraud and financial exploitation remained a top priority. While the governor vetoed legislation aimed at preventing cryptocurrency kiosk scams, lawmakers did pass important consumer safeguards. These include protection for veterans seeking benefits assistance, longer insurance cancellation notice periods, and other measures that help prevent predatory practices. AARP Idaho will continue pushing for stronger fraud protections in future sessions. 

Investing in Aging and Community Supports

The 2026 session also delivered meaningful wins for older Idahoans who rely on community services. Lawmakers increased funding for senior nutrition programs through the Idaho Commission on Aging and strengthened legal protections and due process in guardianship cases. These changes reinforce dignity, independence, and safety for older adults and their families.

Looking Ahead

Overall, the 2026 legislative session delivered significant progress in areas that matter most to Idaho’s 50+ population including housing affordability, workforce flexibility, consumer protection, and support for aging in place. Challenges remain, particularly around Medicaid access and health care affordability, but these wins reflect the power of advocacy and the importance of continuing the work. 

AARP Idaho will build on this momentum in the year ahead, continuing to fight for policies that help all Idahoans age with confidence, security, and dignity. Below are the specific pieces of legislation AARP Idaho addressed during the 2026 legislative session.

 

HEALTHCARE & MEDICAID

  • H 788 (Medicaid Prior Authorization): Reduces administrative burden for select providers, improving access, especially in rural areas.
  • H 913 (Medicaid Work Requirements): Adds work/community engagement requirements for Medicaid eligibility.
  • H 929 (Healthcare Cash Payments): Allows patients to pay lower cash prices that still count toward insurance limits.
  • H 648 (Cancer Drug Parity): Ensures oral cancer drugs cost no more than IV/injected treatments.
  • H 920 / S 1446 / S 1453: Invest in workforce training, mental health services, and rural healthcare transformation.
  • H 850 / H 912 (Defeated): Would have significantly restricted or repealed Medicaid coverage.
  • H 527 (Defeated): Would have dismantled the Idaho Yellow Dot Program. 
  • H 614 (Defeated): Would have lowered the threshold for involuntary commitments. 

Takeaway: Expanded access in some areas, but new eligibility requirements may create barriers.

HOUSING & LIVABILITY

  • H 800 (Manufactured Homes): Expands placement options for affordable housing.
  • H 707 & S 1354 (ADUs): Increase flexibility for accessory dwelling units.
  • S 1352 (Starter Homes): Reduces zoning barriers to lower-cost home development.
  • H 508 (Transportation): Improves pedestrian and bicycle safety infrastructure.

Takeaway: Strong progress on affordability, aging in place, safe streets and housing flexibility.

FINANCIAL SECURITY & WORKFORCE

  • H 645 (Portable Benefits): Enables independent workers to access portable benefits.
  • S 1221 & S 1276 (PERSI): Expand work opportunities for retirees without benefit penalties.

Takeaway: Supports flexible work and financial stability, especially for older adults.

CONSUMER PROTECTIONS

  • S 1359 (Crypto Kiosk Fraud Prevention): Establishes safeguards against financial scams. Governor vetoed. AARP will run the bill again in 2027. 
  • S 1286 (Veteran Protections): Prevents predatory practices in benefits assistance.
  • H 562 (Insurance Notices): Extends cancellation notice periods to protect consumers.

Takeaway: Meaningful protections against fraud and financial exploitation.

AGING & COMMUNITY SUPPORTS

  • H 933 (Idaho Commission on Aging): Increases funding for senior nutrition programs.
  • S 1240 (Guardianship Reform): Strengthens legal protections and due process.
