ABOUT
Claire Noël-Miller, MPA, PhD, is a senior Strategic policy advisor at the AARP Public Policy Institute, where she works on traditional Medicare and Medicare Advantage policy issues. A social demographer by training, she provides expertise in research methods applied to a variety of health policy issues relevant to older adults with Medicare coverage.
Noël-Miller has written on Medicare beneficiaries’ out-of-pocket spending and affordability issues, Medicare payment issues, the importance of traditional Medicare, promising payment and delivery systems innovations in traditional Medicare, Medicare Advantage supplemental benefits, and consumer protections for people enrolled in Medicare Advantage, among other topics. She has extensive experience in quantitative and qualitative research.
Before joining AARP, Noël-Miller worked as a postdoctoral researcher and as a research associate at the Center for the Demography of Health and Aging, University of Wisconsin–Madison.
Noël-Miller holds a PhD in Demography from the University of Pennsylvania and a master’s degree in public affairs (MPA) from Princeton University.
