Impact of Changing the Age Rating Limit for Health Insurance Premiums

AARP Public Policy Institute released a research report from Milliman that modeled and analyzed the impact of changing the age rating limit for health insurance premiums from the current 3:1 ratio to a looser 5:1 ratio. The reports shows that changing the 3:1 limit on age rating to 5:1 would significantly raise premiums for older adults relative to younger adults, minimally impact overall enrollment, and increase federal spending.
