AARP Virgin Islands and Senator Francis Continue Collaborative Effort to Modernize Probate Laws

For several years, AARP Virgin Islands has worked alongside the Office of Senator Novelle E. Francis, Jr. and a wide range of partners to advance probate reform in the U.S. Virgin Islands. That collaboration continued on September 15, when stakeholders from across the territory gathered to discuss Bill No. 36-0277, a comprehensive probate reform measure designed to modernize the way estates are administered and inherited property is transferred in the Virgin Islands.
Hosted by AARP Virgin Islands, the working meeting brought together participants from St. Thomas and St. Croix, connecting in person and by video conference to review the legislation, share expertise, and discuss recommendations for strengthening the proposal before it moves forward in the legislative process.

Probate laws affect families during some of life's most difficult moments. When a loved one passes away, families often face complex legal processes that can be time-consuming, costly, and confusing. Bill No. 36-0277 seeks to establish a modern probate code for the Virgin Islands, providing clearer guidance for estate administration, inheritance, and related legal proceedings.
The meeting was a powerful example of what can be accomplished through partnership. Representatives from government agencies, the legal community, nonprofit organizations, and civic organizations came together with a shared goal: ensuring that the legislation reflects the needs of Virgin Islands families while benefiting from the knowledge and experience of those who work with probate matters every day. Participants included representatives from the Office of Senator Francis, the Virgin Islands Judiciary, the Uniform Law Commission, the St. Croix Foundation for Community Development, the U.S. Virgin Islands Economic Development Authority, the Department of Planning and Natural Resources, CHANT VI, and AARP.
AARP Virgin Islands is especially grateful for the leadership shown by Senator Francis and his team throughout the development of this legislation. Their commitment to stakeholder engagement has helped create a thoughtful and collaborative process that welcomes diverse perspectives and encourages meaningful dialogue.

The collaborative effort will continue in the weeks ahead. Bill No. 36-0277 is scheduled to be heard before the Legislature's Committee on Rules and Judiciary on October 8, 2026. Feedback gathered during the September working session will help inform ongoing discussions as stakeholders continue working to strengthen the legislation.
