Nursing Home Residents Have New Opportunities For State IDs

If you are a full-time resident in a nursing home or assisted living facility and need to renew your state identification card, things are getting easier. With the passage of House Bill 80 (sponsored by Natrona County lawmaker Julie Jarvis) during the 2026 Legislative Session, skilled nursing home and assisted living residents can renew state IDs through the mail. Here’s how to use the law to renew your state ID card.

If you have a state ID card and you want to renew it without going to WYDOT

The good news is that with the passage of HB80, this process is now just an application form and a $10 fee.
The back of the application form allows a nursing home director to attest that they have seen your identification.
Ask your nursing home administrator or contact WYDOT by emailing renewals@wyo.gov or calling 307-777-4800 (option 5) to get the form.
The Wyoming Nursing Home Association has access to the forms and will distribute them to your facilities.

If you have an expired driver's license from the State of Wyoming and want a State ID card

Start by calling 307-777-4800 (option 5) or email renewals@wyo.gov.
WYDOT’s driver services will walk you through the process to see what information you have already provided to WYDOT that can be used to get a state ID card.
These are handled on a case-by-case basis, and WYDOT will work with you to find the best approach to help you obtain your state ID card.
There is an application form as well.

If you are new to the State of Wyoming and want a state ID card

You must appear at a WYDOT driver's license station in person.
You will be required to present a series of documents to prove who you are and where you live.
