Carlos Figueiredo is a senior methods advisor at the AARP Public Policy Institute, where he provides data analyses for public policy research projects that use large public-use data sets. He conducts policy analyses that require complex programming, data manipulation, data analysis, and computer simulations.
Before joining AARP, Figueiredo was a consultant at the Metropolitan Council in Saint Paul, MN, where he explored the capabilities of the Council's data processing facilities and developed a method to "map" the Metropolitan Area's human investment infrastructure. Previously, he was the Head of the Information and Computer Sciences Department at the Companhia Brasileira de Trens Urbanos (CBTU), which is part of the Urban Transit Systems Industry, in Brazil.
In addition, Figueiredo was a Fulbright Scholar and Humphrey North/South Fellow at the Humphrey Institute of Public Affairs, in Minneapolis, MN.
Figueiredo holds a doctorate in public administration and information and decision systems from the George Washington University, a master of arts in policy analysis and planning from the University of Minnesota and a civil engineering degree with a focus in transportation from the Universidade Federal de Pernambuco in Brazil.
