ABOUT

Tobey Oliver is a senior policy advisor in the AARP Public Policy Institute, focusing on health care, particularly Medicaid—including protecting and expanding access to benefits and coverage, as well as quality and affordability.

Before joining AARP, Oliver served in the federal Medicare-Medicaid Coordination Office in the Centers for Medicare & Medicaid Services (CMS), Department of Health and Human Services. While there, she worked on Medicare and Medicaid integration, including the Medicaid and Medicare financial alignment initiatives, drafting and implementing regulations and developing technical assistance products for healthcare providers and community stakeholders. Oliver also previously worked as a federal contractor for CMS with NORC at the University of Chicago on projects focused on Medicare and Medicaid priorities.

She received her law degree from the University of California, Berkeley, a masters in public policy from George Mason University, and her bachelor’s degree from North Carolina State University.
