AARP Foundation Seeks Capacity Building Proposals for Organizations to Improve Benefits Access for Older Adults

With this Request for Application (RFA), AARP Foundation seeks to support local, regional or national partners to build their capacity to provide public benefits application assistance to adults age 50 and older, including at least one of the following benefits: Supplemental Nutrition Assistance Program (SNAP), Medicaid, Medicare Savings Programs (MSP), and Low-Income Subsidy (LIS)/Extra Help.

Building Capacity to Increase Older Adult Access to Benefits

AARP Foundation has specific objectives to achieve outcomes for older adults with low income. These objectives focus on increasing income and decreasing expenditures, primarily through gainful employment, securing benefits, and accessing refunds and credits. Our work prioritizes equitable strategies and services that address systemic barriers, racial and ethnic disparities, and other biases that perpetuate economic instability.

Capacity building grants offer up to $50,000 to support direct service organizations in their efforts to work more efficiently and effectively with and for older adults. These grants are intended to aid organizational development at a structural level. Capacity Building grants are not intended to pay for general operating expenses or existing programs and services. These projects should instead focus on enhancing, optimizing or streamlining resources, processes or programs to better assist eligible older adults with enrollment in multiple benefits during and beyond the grant cycle. Preference will be given to proposals that focus on efforts to better serve communities that have historically faced systemic barriers, racial and ethnic disparities, and other biases that perpetuate economic instability. Proposals must demonstrate that the expanded capacity is sustainable (financially and operationally) beyond the project lifecycle.

Capacity building support offered through this RFA is limited to organizational planning, implementation or evaluation of projects that focus on enhancing, optimizing or streamlining resources, processes or programs to better assist eligible older adults with enrollment in multiple benefits during and beyond the grant cycle. Grant Application Process

The application will consist of two parts: 

• Required Pre-application Deadline: October 3, 2023 

• Invited Full Application Deadline: November 17, 2023 

Eligible organizations are invited to submit a pre-application that, besides general organizational information, contains a list of basic information about your project model and its implementation, and how it aligns with AARP Foundation’s mission and strategic objective(s). The full application will require a compelling and theory-driven programmatic justification with supporting attachments.

Eligibility Criteria, Timeline and Application Portal

The following are NOT eligible for funding:

  • General program operating expenses
  • Existing programs and services
  • Grants for individuals
  • Debt retirement or operating deficits
  • Endowments or reserve funds
  • Political organizations or campaigns
  • Lobbying legislators or influencing elections
  • Sponsorship of fundraising events
  • Marketing endeavors and personal research
  • Organizations located outside the United States or its territories
  • Indirect expenses unrelated to the project being funded

  • October 3, 2023: Pre-application deadline 
  • October 4-12, 2023: Pre-application Review 
  • October 13, 2023: Full applications invited 
  • November 17, 2023: Invited full applications due  
  • December 4-8, 2023: Clarification period (as needed) 
  • December 2023: Applicants will be notified of award decisions

Application Portal Submission

Applying organizations that are currently funded or have previously been funded by AARP Foundation should have an existing AARP Foundation Community Portal account. Please sign in using your same username and password login credentials. Failure to do so may result in the creation of a duplicate account for your organization.  

Newly applying organizations must create an account in the AARP Foundation Community Portal. Select the Register button on the login page and follow the prompts to enter your contact information and organizational details. 

NOTE: Once you have initiated the pre-application process by selecting the above link and creating an account, you should not click on the link again. To access your in-progress application, simply navigate directly to the AARP Foundation Community Portal and sign in using your login credentials. 

Selected pre-applications will be invited to submit a full application, which will be due on November 17, 2023.
