Grant Opportunity: AARP Foundation Seeks Proposals to Secure Tax Refunds for Taxpayers Age 50 and Older Who Are Living With Low Income

With this Request for Applications (RFA), AARP Foundation seeks to work with up to three local, regional or national partners to build its capacity to provide free tax preparation services to taxpayers age 50 and older who are living with low income.

Grant Application Process

AARP Foundation seeks to work with up to three local, regional or national partners to build its capacity to provide free tax preparation services to taxpayers age 50 and older who are living with low income. AARP Foundation seeks organizations or coalitions that have a history of completing  more than 25,000 tax returns (not including any returns from AARP Foundation Tax-Aide sites) in a year with at least 5% being older adults with low income. The program seeks organizations that will primarily serve older adults 50 and older in geographic markets of interest to the Foundation and beyond. AARP Foundation seeks to fund organizations that will serve 70% of older adults with low income with granted funds.

Organizations serving AARP Foundation priority states will be prioritized (AL, AR, AZ, CA, DC, FL, GA, IL, KY, LA, MI, MS, NC, NM, NY, OH, PA, SC, TN,TX, WV, and Puerto Rico). The goal of this grant opportunity is to ensure that qualifying taxpayers within the target audience reap the benefits of federal and state refunds and the Earned Income Tax Credit (EITC) as applicable. Organizations that meet the above criteria are invited to apply.

To apply, an Intent to Apply email must be sent to AARP_Foundation_Grants@aarp.org with the subject line “Secure Tax Refunds for Taxpayers Who Are Living with Low Income Intent to Apply”. Please include the name and email address of the primary contact in the email body. 

Once this email is sent, organizations may complete an application on the Foundation Grants Portal. The application questions require concise and specific answers. Applications missing any required attachments will not be reviewed for funding consideration.

Eligibility Criteria, Timeline and Application Portal

AARP Foundation RFA Funding Eligibility

The following are NOT eligible for funding:

  • Grants for individuals;
  • Debt retirement or operating deficits;
  • Endowments or reserve funds;
  • Political organizations or campaigns;
  • Lobbying legislators or influencing elections;
  • Sponsorship of fundraising events;
  • Marketing endeavors and personal research;
  • Organizations located outside the United States or its territories;
  • Expenses unrelated to the project being funded.
