This 39-page study by Margo L. Rosenbach (Mathematica Policy Research, Inc.) and JoAnn Lamphere of AARP's Public Policy Institute assesses state variations in Medicaid QMB/SLMB program enrollment of low-income Medicare beneficiaries and identifies best practices among states in the administration of these important programs. The Qualified Medicare Beneficiary (QMB) and Specified Low-Income Medicare Beneficiary (SLMB) programs help to pay Medicare's premium expenses for low-income Medicare beneficiaries. The study found these programs fail to reach many potentially eligible older persons in most states.
