AARP Pennsylvania Executive Council

AARP’s commitment to volunteer service first grew from the vision of our founder Dr. Ethel Percy Andrus. Her motto, "to serve, not to be served," helped shape our volunteer efforts at the national, state, and local levels as a means of achieving a positive impact on our society.

In Pennsylvania the Executive Council serves as state volunteer leaders helping to advance state priorities and advocating for issues affecting 50+ Americans.

Estella Hyde
Estella Hyde was named President of AARP Pennsylvania in February of 2008. Prior to her appointment, she served on the state’s executive council for seven years and received AARP Pennsylvania’s 2005 Andrus Award for Community Service. Hyde is a retired Professor Emeritus from Edinboro University of Pennsylvania’s Department of Nursing Nurse Corps.

Mary Bach
A nationally-recognized expert on consumer issues, Mary Bach previously led AARP’s state consumer issues task force. She was named National Consumer of the Year in 1999 and also received the Pennsylvania Consumer Service Award from the state Attorney General. Bach received AARP Pennsylvania’s Andrus Award for Community Service in 2004.

Carl Bailey
An award-winning small businessman and community advocate, Bailey is the President and CEO of JC Neckware and Scarves in Philadelphia. He served on the Board of Directors for more than a dozen local organizations, including the Philadelphia Chamber of Commerce. Bailey is a volunteer for AARP’s Tax-aide program, a member of AARP Pennsylvania’s Long-Term Care Task Force and is active in the association’s legislative advocacy work.

Ivonne Bucher
Ivonne Gutiérrez Bucher currently serves as Special Advisor to the Pennsylvania Secretary of Public Welfare and as the Governor’s Liaison to the PA Healthcare Cost Containment Council. Her extensive state government career also includes six years at the Department of Aging and numerous posts with the Department of Health.

Mary Faustino
A former corporate accountant and controller for more than 30 years in the Philadelphia area, Faustino currently volunteers for AARP’s Tax Aide program. She is also a leading advocate in the city’s Asian American community and served two mayors as a member of the Philadelphia Commission on Asian Pacific Affairs. Faustino is a board member for numerous community organizations, including the Philadelphia Multicultural Affairs Congress.

Edward Ryan
Ryan has served as an AARP volunteer for more than 16 years and previously worked on the state legislative and long-term care task forces. Currently, he is an appointed AARP volunteer to the United Nations and recently served as co-chairman of the UN’s International Day of Older Persons. Ryan received AARP Pennsylvania’s Andrus Award for Community Service in 2007.

Barton Fields

As an AARP volunteer for 17 years, Fields served on the National Legislative Committee, the AARP Pennsylvania Executive Council, Pennsylvania Legislative Committee and Capitol City Task Force. Before joining AARP, he spent 34 years working in leadership positions at the highest levels of state government, including an appointment as Secretary of Revenue.
