Pay Monthly, Not Yearly

Manufactured housing is increasingly popular in southern Delaware as an option for older Delawareans due to the easy maintenance of the grounds and because typically, land rental is still cheaper than paying taxes.

However, land owners had been requiring payment of rent in advance at the beginning of the year. With the passage of HB 107, renters can pay monthly, thus alleviating the hardship of a huge lump sum payment. The bill was sponsored by Rep. John Atkins, (d), 41st Dist.

AARP advocacy volunteer John Walsh took the lead in championing the bill. As an owner of a manufactured home, John understood the ins and outs of what has been happening. His convincing argument to legislators proved to them that just because a person cannot afford to pay for something up front, doesn’t mean they can’t afford it. We all finance homes and cars every day.

When the situation is good, manufactured housing on rented land is a win-win situation for all involved. The homeowner can be part of a beautiful community rather than being in subsidized housing. The homeowner also is contributing something to the municipality/county tax burden, whereas they’d be living on taxpayer money in subsidized housing. This option works well for everyone.
