Connecticut Launches Charter Oak Health Plan

The state is now accepting applications for the Charter Oak Health Plan. The plan will help uninsured adults of all incomes, by increasing access to basic, quality health insurance for those that are too old for HUSKY and too young for Medicare. The State of Connecticut is contracting with three private insurers–Aetna Better Health, AmeriChoice of Connecticut and Community Health Network of Connecticut–to coordinate benefits and medical providers.
Individual premiums will range from $75 to $259 and annual deductibles will range from $150 to $900. Charter Oak enrollees will pay $25 co-pays for primary care office visits and $35 co-pays for visits with specialists. Preventive care visits are covered 100 percent, while deductibles for inpatient hospital treatment, outpatient surgical and inpatient rehabilitation and skilled nursing range from $150 to $900 for an individual.
The state has set up a dedicated hotline, 1-877-77-CTOAK (1-877-772-8625), to provide additional information on the Charter Oak plan. The line will be open from 9 a.m. to 8 p.m. Mondays through Thursdays, from 9 a.m. to 6 p.m. on Fridays, and from 10 a.m. to 2 p.m. on Saturdays. Information and applications are also available online at www.charteroakhealthplan.com.
To qualify for Charter Oak, applicants must be uninsured for 6 months. But, applicants can request an exception to this waiting period for such factors as job loss, financial hardship or loss of HUSKY Plan eligibility due to age or income. The Department of Social Services expects up to 17,000 people to participate in Charter Oak during the first year.
