"We Shall Travel On": Quality of Care, Economic Development, and the International Migration of Long-Term Care Workers

The increasing international migration of workers from developing countries to provide long-term care services in developed countries is examined in this AARP Public Policy Institute Issue Paper by Donald L. Redfoot and Ari N. Houser. Explored in detail are

  • demographic, economic, and social factors driving the migration
  • policy decisions and their effects on the volume and patterns of the migration
  • implications of the migration for countries of origin

Provided as well are snapshots of specific developed countries that receive the international long-term workers, including the nations of Japan, Sweden, Norway, Italy, Austria, the United Kingdom, and the United States.

The report concludes with a discussion of policy questions regarding the migration of long-term care workers that must be addressed at the national and international levels, including worker shortages, worker qualifications, effects of linguistic and cultural differences on quality of care, impact on wages and working conditions in developed countries, and impact on the health care systems of source countries.
