Over the past several years, many states have enacted legislation or adopted rules to make the generation of electricity a competitive industry. The extent to which consumers benefit from competition will depend on a variety of factors, including their awareness and understanding of the changing electric utility industry. This guide to the language of the electric utility field was created by Christopher Baker of AARP's Public Policy Institute as a reference tool for consumer advocates and representatives (and consumers who want to know more) to facilitate their understanding of some of the more common technical terms and concepts pertaining to electric utility restructuring.
