Broadband Internet access technologies have the potential to change the way consumers communicate, learn, shop and entertain. AARP's Public Policy Institute commissioned Dr. Trevor R. Roycroft of the J. Warren McClure School at Ohio University to 1) examine the relationship between the current success of the Internet and the open nature of telecommunications markets and the Internet; 2) describe and analyze how competing Internet service and content providers use the broadband Internet network and how their actions may affect the future development of the Internet; and, 3) develop recommendations for the Federal Communications Commission (FCC) to consider as it seeks to create a national policy framework for high-speed Internet services.
