In this AARP Public Policy Institute Issue Paper, Alicia H. Munnell of Boston College describes and analyzes the major arguments for and against mandating Social Security coverage for newly hired state and local government employees. The study arrives at its conclusions with caution, suggesting that transition relief is important and that any changes should be made prudently to ensure economic efficiency and fairness. (81 pages)
