Disabled Medicare Beneficiaries Under Age 65: A Review of State Efforts to Provide Access to Medicare Supplemental Insurance

This issue paper by Nicole Tapay and Gerry Smolka of the Public Policy Institute provides information on the provisions states have made to provide access to Medicare Supplemental (Medigap) insurance to individuals who qualify for Medicare on the basis of disability before age 65. States have used Medigap market requirements and high-risk pools to provide this population with access to Medigap insurance. The paper also presents results from a survey of state insurance regulators on the information states have gathered relating to the impact of these Medigap provisions on: disabled Medicare beneficiaries under age 65; the cost of coverage; and the Medigap market.
