An Assessment of Medicare Beneficiaries' Understanding of the Differences Between the Traditional Medicare Program and HMOs

This 89-page study by Judith Hibbard, Dr., P.H. and Jacquelyn Jewett, Ph.D., University of Oregon, Dept. of Planning, Public Policy and Management for the Public Policy Institute, assesses how well Medicare beneficiaries understand the differences between the traditional Medicare fee-for-service program and HMOs and whether they understand the implications each of these options has for costs, choice, and care. In general, the study found that Medicare beneficiaries are not well informed about their current Medicare choices and that they have a very low understanding of the differences between the major delivery systems, fee-for-service and managed care.
