People with disabilities generally need personal care services to maximize and maintain their independence in the community. In this AARP Public Policy Institute issue paper, Robert L. Mollica of the National Academy for State Health Policy describes the various ways in which Arkansas, Indiana, Massachusetts and Washington use Medicaid and state funds to provide personal care services to older people with disabilities. Each of the states uses different eligibility criteria and definitions of what is considered personal care. While the overall systems provide comparable levels of services, consumers may have difficulty in establishing eligibility. (28 pages)
