Until such time as Medicare offers universal access to meaningful coverage for prescription drugs, states will likely continue to experiment with a variety of pharmaceutical assistance programs for older and disabled residents. In this AARP Public Policy Institute Issue Brief, David Gross provides background information about these programs and a context for analyzing them, compares and contrasts their main features, and briefly analyzes their impact and limitations.
