Since Sara Rix's AARP Public Policy Institute Issue Brief, Protecting Workers at the Bottom: The Minimum Wage and America's Minimum Wage Workers, was published in 1996, the federal minimum wage was increased to $5.15 per hour in 1997 and several bills to raise it again have been introduced in the 107th Congress. In this PPI Data Digest, Dr. Rix uses updated statistics in examining the characteristics of workers earning at or below the minimum in 2000. (6 pages)
