Congress passes the Immigration Reform and Control Act, and President Ronald Reagan signs it into law. The law is designed to control the flow of immigrants into the United States, offers a mechanism for the legalization of millions of illegal immigrants, and grants amnesty to about 3 million immigrants who entered the United States before 1982 and have lived here since then.
