Yes and no. This is a question that does no lend itself to any easy, cookie-cutter answers. For me, intimacy is absolutely needed in a marriage. Its absence is a red flag that the relationship is in deep trouble. I can't fathom a successful marriage where physical intimacy is not present, at least on some level. Without it,  It would seem impossible for at least one of the partners not to shut down and disconnect from the marriage. 

I think that there are many long-term relationships where the intimacy is non-existent, and both parties are living separate lives with just the pretense of marriage. Perhaps their financial situation makes a split impractical, or they are staying together for the kids, or one or both are just too emotionally dead to make any changes. 

Yes, absolutely there can be love in either a marriage or a relationship without intimacy.  In my marriage, my husband became terminally ill and eventually was so ill that sex was not physically possible for him any more.  It was never an issue for me, although he often lamented that he felt as if he was not fulfilling his part of the marriage -- he sometimes said he "wasn't being a man" and things like that, to which I would reply that being a wonderful man has nothing to do with sex, it has to do with caring for your family, loving your wife and children, and having integrity and respect for them and for others. 

Before I met my husband I was in a long relationship with someone who had ED, and I never minded that he could only rarely perform.  I was young and absolutely crazy about him and I just loved his company and I never wanted the fairytale to end.  Unfortunately he cheated on me after very many years together, more of an emotional affair but the damage was too great and the result was that I ended up meeting my husband after it ended.  So yes, absolutely, love and intimacy are two entirely separate things although it is very nice when they happen together.

There are a lot of men that wish they could satisfy there lover and be wanted but physically they can't due to ED  but thrown aside.
