With regard to the second item in your list which advises to ease off of the brakes as they start to lock up, this would be correct for cars/trucks made prior to anti-lock brakes. During gentle braking, your advice is good. But if one is in a panic stop mode, we are advised to "Stomp, Stay and Steer" so the ABS computer kicks in and prevents lock-up.
Further, the largest contributing factor to issues in ice, snow, and wet weather in general is drivers not operating at prudent speeds. Many folks use the same driving techniques under all weather conditions. This is not only unwise, it is just plain nuts. People need to learn to make allowances for changing weather conditions - which means slow down.
By driving at "dry conditions" speed, people are just taking unnecessary risks and place the rest of us in a dangerous situation. Good topic! Winter will still be with us for a few months. Hope folks exercise good judgment when it comes to inclement weather.
