Interesting subject as I have some very direct information on the hiring of Hispanics, primarily Mexicans, as opposed to Black people. All my knowlege is in the factory area. Yes, the companies I am familiar with that hire Hispanics (in light manufacturing) do so because they will work for less money, they do work hard, and they are afraid to complain about poor work conditions.
Black people are not hired not because of race, but because they are more 'typical' Americans who 'know their rights' and won't be easily manipulated.
The Hispanics rarely take a day off and are afraid to come in late, goof off on the job, or be noticed in any way as they are more 'desparate' for their job. In short, they will put-up-and-shut-up and can be taken advantage of (although the factories I am familiar with don't abuse the workers other than keeping wages down).
It's totally un-PC to state this, but I know this to be true in several factories, for what it's worth. I'm guessing it's the same idea in hospitality and construction.
