In Response to World’s anger at Obama policies goes beyond Europe and the NSA:
I don't know how many ways I can say the Obama Administration screwed up royally in terms of how they handled both HealthCare.gov and Benghazi. Maybe Kovalev doesn't understand my next point, but Presidents do NOT get involved with the details of operations. (Let me add the killing of Bin Laden was a rare exception).
Therefore, in addition to Al Qaeda, I blame Hillary and the Ambassador for the Benghazi incident and Kathleen S. for the Healthcare.gov fiasco. Kovalev says the President is ultimately responsible and I agree with him. But they accept the blame for the failures of their subordinates.
Having said that, we must remember all Presidents make hundreds of decisions every year and all Presidents have their fair share of bad ones. Nobody on the planet is always correct. Remember Iran - Contra under Reagan?

Perhaps the Executive Leader should establish some priorities and get some important update on these priorities. The President is still ultimately responsible whether or not he knew something or not. However, in matters of great importance, like the launch his signature legislation (ACA) and other important matters regarding Departments that he determines the head, I would think that he would want to make sure he knows what is going on OR those "Heads" should roll.
