Karl, you can thank the Republicans for that problem.
The orignal proposal for the law had a Public Option, which would have created One National Health Exchange instead of 50 State Exchanges.
The Republicans created a fire storm over that in the name of States Rights. So instead of one efficient national exchange, we have to fund and set up 50 different expensive state exchanges each having their own local plans.
