While I understand that this really hard to understand - I'll try and connect the dots for you. The claim by Insurance is that they will raise rates on those Individuals who will not qualify for insurance via their employer plan or those who make too much money for ACA.
As another author has provded the Income Level for ACA participation at about $50K for an individual - then look at the number of individual median income which is around the same income. The number of folks who may be affected in this Individual Insurance Healthcare Window will be relatively small, if their State has elected to adopt ACA.
The states that reject ACA will either pay whatever rate is allowed by their own State Insurance Regulator or do what they may be doing now - which is to remain Uninsured. That is how "free market" work - the company can raise it's cost so high that no one will participate.
