The 15-to-8 vote, which followed several hours of debate, was a defeat for liberal Democrats who view government-sponsored insurance for the middle class as a key component of President Obama's health care overhaul.

Here is how they see it going down. First the Senate passes something without public option. Then house passes something with public option. It goes to conference committee and out pops a bill with public option. Then the senators will vote 51 for the committee version and the senators from moderate or right-leaning states can say they had to vote for the bill because we had to do something. And look, I really didn't like the public option since I voted against it, but we have to do something.
You can see it in the very responses to your posting. The mantra will be "we have to do something" so we will have to vote for the bill.
