As this discussion has wandered into a variety of places over the course of the last 2 weeks, what I learned is that a variety of TX agencies don't seem to care about much more than "issuing orders". They never seen to care if the order is actually followed.
In a Reuter's report today - it appears that in West, TX - orders need not be followed, because they know that no one will come and see if you are All Hat and No Cattle - sigh!

Will the sympathy for the owner that was expressed by the citizens early on diminish if they had known that the company banked on good will and lazy officials?
