Quite an assumption but ok, do you think it's possible many people would take that statement to mean, al queda is not a relevant force for terror anymore?

I think you are trying to split hairs. al Quaida is not a top-down organization. It is a network of support both logistical and financial. If you take out the leadership, you greatly inhibit their ability to support individual operations. I think your point on the current alert is that it indicates some kind of massive ability to act against U.S. interests. It would seem to show their inability to act against U.S. interests. If the raid on bin Laudin had been publicised around the world, it would not have worked either.
