Gail - thanks for serious consideration & feedback about personal responsibility. The short answer to your question is that we cannot legislate responsibility but we absolutely can change the tide. Severe self inflicted medical disorders should receive little or no funding from government (our tax dollars) so those people turn to churches & non profits and muddle thru the best that they can. If they refuse to be compliant with self mainenance against alcoholism/ obesity / methamph use / etc. -- don't ask me to pay for their 12 step programs. Solved; i.e., they accept non-government charitable help or die. And you can't improve on that by pulling down the high quality care available to responsible people. Good intentions will build you a road to where?
