What is the rationale for imposing a penalty on people who have taken NO government, insurance or any other kind of money for prescription drugs for many years and who then sign up for a plan (Medicare Advantage) which covers the cost of drugs? At such a sign up a penalty is imposed for each month the senior has gone without prescription coverage. Does it make sense to penalize someone for NOT costing t he Medicare program money?
