My typing error - model in which the VA uses is that GOV'T controls the process. True, it doesn't produce drugs but it does contract with drug-maker using the economic model: Economy of Scale to drive down the cost.
I'm guessing that all the members of the military and their families that use Military healthcare would have been quite vocal if the GOP had gotten their way during the Debt Ceiling negotiations in which the GOP were more than willing to throw all of Tricare under the bus.

The military community is a pretty vocal one. In fact when Rumsfield attempted to raise premiums and copays on military healthcare, congresscritters received a lot of flack and that idea was shot down. However in the past few years there has been more increases in copays and premiums for retiree healthcare. And the military does have a good contract with drug manufacturers to keep costs down.
But it seems someone was attempting to sidetrack the topic [but what's new as it's the usual suspects] as there seems to be no relation of healthcare to West Texas Crude.
