Seems like there are a couple of sides to the lack of qualified people here. There is evidence our educational system doesn't prepare enough technical people. Certainly many doctors I've seen have received a lot of their education elsewhere. On the other hand some personnell people and companies want to hire only people with the exact experience for a job instead of realizing how valuable broader experience can be even though some on the job training is needed.
I do believe some of those H1B's are bad as a first choice or to get lower costs than hiring here.
I only have my own experience. I don't think the H1B's are that cheap. I suppose if they could flood the market with them. The thing I keep seeing is people from other countries where education is free or heavily subsidized coming over with multiple degrees. I hear what you are saying about broad experience but if you have a real light educational background, the experience seems to slough off more than with the highly educatd folks.
After those clowns pretended to be hooker and pimp to bring down Acorn, I would have expected a few well qualified WASPs to be used as stalking horses to prove they could not get a job where an H1B could. Since we have not read about it, I have to assume the WASPs were offered the jobs.
