Not sure the brackets have much effect on the multiples that ARE outrageous. More driven by the inbred Bof Directors and "big is better" attitude I think. Basically tax rates or brackets don't cause the greed and isolation from reality that exists in getting "too big to fail" driving big to get bigger.
Much as I decry the high salaries and perks of big business executives, I'm more upset by the huge profits (largely untaxed0 of the financial manipulators and speculators with inside knowledge or superior computing skills..
Just getting rid of all the addons to the income tax code and a careful definition of "taxable income" would raise enough money to balance even the inflated budget.

The top end bracket (+$3.75M) of 91% did disuade raises above the top bracket - why bother when 91cents of each dollar goes to Uncle Sam. The CEOs would be vying for other perks - bigger Corporate jet, etc, BUT THEY WOULDN'T GET TO KEEP IT. Also, spending on these Uberrich baubles is CONSUMPTION, which drives the economy, instead of the money just going into sterile investments that benefit no one but Wall Street brokers.

Unfortunately I wasn't at that end of the salaries ,so I can't say it had an effect !! Even with the present rates there is plenty of getting other perks going on!
