The primary goal of that ACA program is to make the # of Medicaid dollars our government spends smaller. Not 0. Smaller. It uses exchanges to do that.
Each state has uninsured. A state’s exchange will make its # of uninsured smaller. That will make the # of Medicaid dollars it spends smaller.
The better a state’s exchange does that, the fewer Medicaid dollars that state will spend.
On our national level, however many state exchanges we have, the better they do that, the fewer Medicaid dollars our federal government will spend.
Note: If our goal was 0 Medicaid spending, then we would have had to implement Single Payer as the other developed countries do it. 0 Medicaid spending was one of the reasons they did it and one of the reasons they continue to do it.

I can safely bet, that California within the next 15 years, will be the State that will have a single payer option without a doubt, Hopefully with Mass many other States will fall in line and eventually we all will have a single payer option in all States.

The odd thing about that Single Payer thing the other 36 developed countries do is:
You progressives advocate it for the same health results and social condition improvement reasons they do it and….
We fiscal conservatives advocate it for the same economic and government spending reduction reasons they do it.
