SS was the first federal "savings " program and now it's very much a 'welfare" program in terms of the proportion of return in OA benefits to FICA paid in over a lifetime. I oppose all the add ons in the income tax code as you often claim to do.
It was always a transfer of money. When it started, it gave checks to people on the first day it was enacted. That is why they take money from non-retirees and use it to fund pensions for retirees. In a perfect world, they would take money from workers and invest it until they retired. They needed the money NOW (then) because people were starving and there was no retirement program. So the choice was an imperfect plan or starvation. Sounds like an easy choice to me.
