There is too much misuse of words already to arouse reactions or confuse so your "inter[retation" of the quoted defi9nition is plainly WRONG

Well WernerS2, it isn't a "felony" on the books so from that viewpoint you're technically right. However, read MW's definition of the word "theft" below & consider the undue influence that the wealthy & powerful have over our laws & flunky pols. Knowingly taking what is morally someone else's just earnings is theft in my book.
