I did not claim that Hispanics were a race. What I meant was that a range of individuals from the lowesrt scores through the highest scores exists among all groups. The percentage scoring in the top quintile of Whites will be higher than the percentage og Hispanics in the top quintile of their group, and this in turn will be higher than the percentage of Blacks in the top quintile of their group. This is due largely to three factors: culture, wealth, which determines the schools individuals attend and for how long, culture, which has a different attitude toward education,and the fact that the test was written by and for mostly White people.
The educational system in Latin American countries is less effective than that of the US, and the education most Blacks receive is also inferior to the education that most Blacks receive. In addition, the amount of time that White students will spend on answering all the questions is greater than the amount of time that Hispanics and Black typically spend mulling over the questions. I have observed this in my career as a professor and as a proctor of standardized exams.
I do not think any multiple choice test is conclusively capable of ranking intelligence in any precise way.
If I ask you this question:
The 15th President of the USA was _____________ ________________.
your answer will show that you really know the subject.
On the other hand, if I ask it this way,
The 15th President of the USA was:
A. John Quincy Adams C. Warren G Harding
B. David P. Rushmore D. James Buchanan
there is a much greater chance you will get the correct answer.

We can test for the presence of intelligence. We cannot test for the level of that. We have no units of intelligence. Until we have those we can say how much intelligance and individual has.

Most measures of intelligence have bias of some sort built in , and require various forms of literacy, and cultural adaptation to even take the test, much less do well at it.
One of my technician's sons had dropped out of school because he had been labeled as a borderline low functioning intellect, and was a target of other kids, who used various insults implying intellectual deficiency. He was originally hired as the "go-fer" and clean-up guy. He started watching some of the technicians work, and pointed out to one that a part had been put in incorrectly, and would malfunction. The technician "blew up" loudly and obscenely, he was our "temper tantrum guy", so the working shop foreman went to see what the problem was. The part was indeed installed wrong, and the young man was invited to help a couple of other technicians who didn't have temper problems. He learned at an astounding rate, and soon was found consulting service manuals to find procedures. Turns out he had undiagnosed mild dyslexia, and Asberger's syndrome. And worst of all, one of those children of Hispanic immigrants that Richwine the bigot lied about in his paper.
That was about 10 years ago. He's at Renneselaer, finshing work on his doctorate in engineering physics.
All that from what had been considered - on the basis of "accepted testing" - "borderline low functioning".
