I do not understand this increase letter I just received. It starts off saying that they owe me shortage from the past 10 months; then it states that this is an increase. Was there an increase of $16.

I do not understand this increase letter I just received. It starts off saying that they owe me shortage from the past 10 months; then it states that this is an increase. Was there an increase of $16.00 ?
