COLA: Agencies double-dipping into our raise?

My brother and I are both on some SSI. We not only received letters from Social Security about a $26 raise, but my brother's food stamps in the state of Washington are being cut; my SSI is being cut, and both of our housing assistance is being cut! What can we do to get this information about the agencies double dipping into our raise?

It is NOT the agencies doing the double dipping.  It is MORE and MORE people going onto the state run programs of SNAP (food stamps) and housing assistance (whatever kind you are on - Sect. 8 or something else..) 

If you take a piece of pie and let more and more people eat from it, then the portions get smaller and smaller.

Even when more and more taxpayer money is going into these programs, with an ever increasing number of people who are applying and receiving benefits, the available funds have to be affected.

By the way  SSI is NOT the same as Social Security - SSI (Supplemental Security Income) Does not come from the funds of Social Security, it comes from the general funds of the U.S. - it is ONLY administered by the Social Security Administration.
