I lived in the cold for the first 27 years of my life.  So, my worst state would be Idaho where I grew up.  I know a lot of Californians have gone to Idaho. I have lived in California for more than 50 years!!  I'm not saying move to California--but I have learned ways to cut my cost of living and also have the great weather and the artistic community to enjoy.

New York- too expensive to live if you are on Social Security.
Best place for Seniors to retire is Las Vegas, Nevada where I presently live.  there is always something to do--great restaurants, shows, great weather and plenty of retirement communities.

Alaska. It's very cold, often dark, and politically intolerent.

Indiana has a budget surplus so it didn't make the list of worst states in which to retire.  Having that surplus does NOT mean it is a good state in which to live. It means living here is putting up with schools underfunded, roads falling apart, 8th worst air in the US, few jobs, failing infrastructure, some libraries closed and continuous cutting of any support services. Great place to retire.

ARIZONA!! 
Poor job prospects--even for part time positions.
Poor pay rates.  High cost of living.
Many employers will not allow employees access to their 401K or other retirement funds until an employee quits or is terminated--even the face of an emergency.
Free or low cost medical insurance for persons between the ages of 18-65 has been abolished. (i.,e. Medicare/AHCCCS)).
The food stamp allowance is $50/wk per qualified individual.
Public transportation is unpredictable, and infrequent.
High crime rate.
Summer heat is unbearable, and electric bills often run $200+ or more a month during the summer.  Don't even think about growing grass in the yard!
Entertainment (theater, concerts, Broadway plays, ballet, etc.) are pitifully low in availability.

Florida.

• Florida's state government is bizarre (to put it nicely)
• Economy based on tourism and retirees moving to the state, without much planning on a diversified economy -- therefore, Florida is unable (or unwilling) to fund a lot of basic services
• Florida's summer heat and humidity are absolutely unbearable
• Tallahassee, Gainesville, Ocala (including the Ocala National Forest), Tampa and the Keys are nice, but the rest of the state is rather ugly
• REALLY unfriendly people, especially on Florida's East Coast

1. Arkansas.  It is way, way too hot too early in the year. I lived there for a time some years ago, and by April it was already in the 90's every day, and in August it's routinely in the 100's. There are way too many thunderstorms, electrical storms, floods, bugs, too much humidity, and in the winter, ice storms. I was lured by the extremely low prices of property (e.g., 5-bdrm brick house with 2 acres for $40,000), but now I know why.  Unbearable.

2. My other choices would be New Jersey, Georgia, Florida, D.C., Michigan, Indiana, mostly because these states are home to cities with very high crime rates.  I am not a fan of heat, therefore, in contrast, I would have to retire north of latitude 40 and definitely in the West somewhere.  That narrows it to about five states that are 'retireable', also considering taxes, surcharges, community services, and perhaps most importantly, the friendlieness of the people.

3. Most of the crime and bad weather that are reported are in the non-desirable areas I mentioned.  e.g., the east coast and the south.

any state that is too hot in summer (over 85 degrees) or too cold in winter (under 45 degrees)
